Abstract

The tragic echo of the thalidomide scandal led to a regulatory reaction with historic consequences. In the United States, guidelines issued by the FDA in 1977 established the systematic exclusion of women of reproductive potential from most clinical trials. The stated goal—to avoid the risk of potential fetal teratogenicity from exposure to insufficiently studied drugs—became a safety measure that, paradoxically, created a profound bias.
